Assignment description

Vattenfall is driving the transition to a fossil-free future, and digitalisation is a key enabler. Within Business Area Wind, the CEP Digital Program accelerates selected digital initiatives that contribute to cost efficiency, operational excellence, future competitiveness and a stronger digital foundation. To support this program scope, we are looking for a senior Business Analyst who can translate business needs into clear requirements and strengthen the development, validation and tracking of the associated business cases.

You connect specific initiatives under the CEP Digital Program — such as Monitoring & Control, Asset Information Management and Maintenance Planning & Work Execution — and keep requirements, business value, delivery scope, costs, dependencies and benefit assumptions connected throughout the program's lifecycle. You work independently as the business-analysis lead, report to the program manager and support the program and project managers. The program runs until the end of 2028 and is delivery-driven, so a short onboarding time and the ability to get up to speed quickly are essential.

What you will do

• Drive business case development for the program and specific CEP Digital initiatives — assumptions, baselines, cost/benefit drivers, timing and linkage to CEP Digital targets.

• Identify and document business case dependencies, including dependencies between CEP Digital projects.

• Support both quantitative and qualitative value definition: OPEX savings, CAPEX implications, revenue uplift, prevented costs, operational stability, compliance, health & safety, people enablement and future competitiveness.

• Set up and maintain business case tracking so benefit assumptions, milestones, risks, dependencies, scope changes and cost updates are regularly reviewed and reflected in project and program reporting.

• Translate changes in scope, timing, solution approach or implementation readiness into updated business case impacts and communicate them clearly to project and program management.

• Drive requirements refinement and alignment with affected stakeholders — prioritised, traceable to business objectives and specific enough to be delivered and tested by project or agile delivery teams.

• Develop requirements as input to solution selection, tender preparation, project tollgate decisions and implementation planning.

• Participate in shaping change management strategies and plans so business change is successfully rolled out, embedded and linked to benefit realisation.

Expected deliverables

• Requirements specifications and business analysis reports for the CEP Digital initiatives in scope.

• Business case descriptions incl. qualitative and quantitative value logic, baseline assumptions, cost and benefit drivers, dependencies and uncertainty levels.

• Business case updates and validation input for project and program reporting (impact of scope, planning, cost, dependency and benefit changes).

• Input to solution selection, procurement and governance decisions, keeping requirements and business value connected.

• Clear documentation of assumptions, open questions, risks and dependencies that affect benefit realisation and business case credibility.

Requirements (must-have)

• Senior BA with at least 5 years of proven experience in business analysis AND requirements management (more is preferred).

• Proven experience with business case development: benefit logic, baseline definition, assumption management AND benefits tracking in digital or transformation programs.

• Proven experience in an asset-intensive / complex (preferably regulated) environment.

• Able to work with both quantitative and qualitative value drivers (cost savings, cost avoidance, revenue uplift, operational performance) and financially literate enough to spar with controllers and do the calculations independently.

• Proven experience facilitating requirements and value workshops (gathering, refinement, prioritisation, approval, business case validation, benefit review).

• Experience with and understanding of corporate IT landscapes and the interaction between business, IT and engineering.

• Experience in a large, complex organisation and a demonstrated ability to challenge stakeholders constructively and ask critical questions.

• Able to work independently and get up to speed quickly (short onboarding).

• Fluent English, verbal and written.

• Available 32–40 hours per week (40 preferred), starting asap.

Preferred (nice-to-have)

• Experience in the energy sector, with a preference for production/generation environments (energy production, oil & gas).

• Knowledge of renewable energy, asset maintenance, monitoring & control, asset data, financial reporting or program governance.

• Experience with wind / offshore (not required).

• Degree in Business Administration, Finance or Information Management (a degree is not strictly required; an extensive comparable experience background may replace it — a pure IT / Computer Science profile is not needed).

• Based in the Netherlands or a Vattenfall country.

• Structured, analytical and comfortable working with uncertainty, assumptions and incomplete information.

• Able to challenge constructively and keep requirements, scope, costs and benefits connected when priorities change.

• Stress-resistant; able to prioritise and focus in a program with multiple initiatives and dependencies.

• A quick learner with a hands-on attitude who takes responsibility.

• Team player who cooperates across cultures, functions and organisational levels; consulting skills with transparency on assumptions, risks and trade-offs.

Location: Amsterdam (NL); several days per week remote possible; ~1 office day per week, flexible; occasional travel

Language: fluent English (mandatory); Dutch not required

Candidate base: preference NL / Vattenfall countries; abroad negotiable
